A Russian-appointed official has reported that a Ukrainian drone strike hit an apartment building in the Russian-controlled area of southern Kherson, resulting in the death of a child and injuries to 11 other people. The incident highlights the continued escalation of the Russia-Ukraine war, with both sides exchanging attacks amid ongoing military operations.

Vladimir Saldo, the Russian-appointed governor of the occupied parts of the Kherson region, stated on Telegram that the strike took place in Henichesk, a city located along the Sea of Azov. Russian authorities accused Ukrainian forces of targeting civilian infrastructure, though independent verification of the claims remains limited.

Meanwhile, Ukraine reported significant damage from Russian attacks. A regional energy company announced that approximately 40,000 residents in the Chernihiv region, located near the Russian border, were left without electricity following a Russian strike. The power outage underscores the continued impact of the conflict on civilian populations and critical infrastructure across Ukraine.

The latest attacks come as diplomatic efforts to secure a peace agreement between Russia and Ukraine have made little progress. Negotiations supported by the United States have slowed in recent months, partly due to Washington’s increasing focus on tensions involving Iran and broader Middle East security concerns.

Despite the stalled discussions, Ukrainian President Volodymyr Zelenskiy remains committed to pursuing diplomatic solutions. In an interview broadcast on Sunday, Zelenskiy said Ukraine aims to continue peace negotiations with Russia before winter arrives. He emphasized that Kyiv hopes to take advantage of what he described as an improved strategic position on the battlefield to strengthen its standing in any future talks.

As the conflict enters another critical phase, military strikes and diplomatic uncertainty continue to shape the outlook for the Russia-Ukraine war. Both nations remain engaged in active combat operations, while international leaders closely monitor developments and the prospects for a lasting peace settlement.
