German General Carsten Breuer has been elected as the next chair of the NATO Military Committee, putting Germany’s chief of defence in line to become the alliance’s most senior military officer.
Chiefs of defence from NATO’s 32 member states selected Breuer during the alliance’s Military Committee Conference in Copenhagen. NATO confirmed that Breuer will take office in summer 2027 for a three-year term, succeeding Italian Admiral Giuseppe Cavo Dragone.
The NATO Military Committee is the alliance’s highest military authority and provides consensus-based military advice to its political leadership. Its chair serves as the principal military adviser to NATO Secretary General Mark Rutte and represents the committee at high-level political meetings.
Breuer will take over as NATO continues efforts to strengthen collective deterrence and defence, expand military capabilities and increase European responsibility for regional security. At the Copenhagen conference, NATO military leaders discussed priorities including air and missile defence, drones, cyber capabilities, space and support for Ukraine.
Germany has significantly increased its focus on defence amid heightened European security concerns following Russia’s 2022 invasion of Ukraine and pressure for European NATO members to shoulder more responsibility for their own defence.
Breuer, 61, joined Germany’s Bundeswehr in 1984, beginning his military career in air defence. He later attended the U.S. Command and General Staff College at Fort Leavenworth, Kansas, and completed German general staff training in Hamburg. In 2014, he served with NATO’s International Security Assistance Force in Kabul, Afghanistan.
He also gained national prominence after then-Chancellor Olaf Scholz appointed him to lead a crisis committee coordinating Germany’s response to the COVID-19 pandemic in 2021 and 2022.
Breuer’s election comes as NATO shifts its attention from defence spending commitments toward delivering forces and military capabilities needed to strengthen the alliance’s readiness and deterrence posture.
