I have taught at Tufts since 1990, as well as the University of Hong Kong and Central European University. My primary area of expertise is public international law, including human rights, international organizations, minoirty rights, and self-determination. I have been a consultant to the United Nations (Dept. of Political Affairs and High Commissioner for Human Rights) and served on the boards of a number of nongovernmental organizations, such as Minority Rights Group International and Amnesty International USA.
