BELFIELD, N.D., Dec. 21, 2017 -- Meridian Energy Group, Inc., the leading developer of innovative and environmentally-compliant oil refining facilities, met with the three Commissioners of the North Dakota Public Service Commission (“PSC”), on Tuesday, December 19th. Meridian suggested a meeting, after learning that the PSC was receiving inquiries about Meridian’s plans for the Davis Refinery in Billings County, North Dakota.
The Public Service Commission has siting jurisdiction over energy projects that are capable of processing 50,000 barrels per day (“bpd’) or more of crude oil. It remains Meridian’s position that the initial phase of the Davis Refinery, which is a 27,500 bpd hydroskimming refinery, does not fall within the jurisdiction of the PSC. Meridian officials were eager to answer any questions and clarify any confusion regarding Meridian’s plans for the Davis Refinery, including its planned output. Meridian is very grateful to the PSC for providing the opportunity to speak on these matters.

Meridian was issued a Draft Permit to Construct by the North Dakota Department of Health – Air Quality Division in early December and anticipates Final Permit to Construct issuance by February 2018. In July of 2016, the Billings County Board of Commissioners approved Meridian’s application for rezoning and a conditional use permit for the Davis Refinery site. This gives Meridian the ability to build and operate the Davis Refinery at that location once other relevant permits have been received.
