Saya memperoleh pendidikan formal dari SD sampai SMA di Bukittinggi Sumatera Barat. Kemudian pada tahun 1974 saya melanjutkan pendidikan di Jurusan Teknik Sipil ITB. Pada tahun 1988-1994 saya melanjutkan studi S2 dan S3 di University of Pittsburgh, PA di School of Engineering. Pada tahun 1990 saya menyelesaikan master program dan pada tahun 1994 menyelesaikan PhD program dengan bidang riset aplikasi statistical entropy di bidang engineering. Selain itu saya juga mengikuti program master of public works (dual degree master program antara civil engineering dan public administration) di universitas yang sama yang hanya sampai pada tahap menyelesaikan kegiatan perkuliahan.

Saya menjadi pegawai negeri sipil sejak tahun 1980 dan memulai karir di Direktorat Jenderal Pengairan Kementerian Pekerjaan Umum. Pada tahun 1998 saya pindah bekerja di Sekretariat Wakil Presiden R.I di bidang ekonomi terutama yang terkait dengan analisis kebijakan publik dan terakhir menjabat sebagai Deputi Bidang Dukungan Kebijakan Kementerian Sekretariat Negara periode 2010-2015. Saya juga aktif menulis tentang analisis kebijakan yang dipublikasikan di rubrik kebijakan Kementerian Sekretariat Negara dan di media cetak. Saya juga diangkat sebagai anggota Komite Nasional Perumusan Visi dan Agenda Pembangunan Pasca Sasaran Pembangunan Milenium Tahun 2015 (Post-2015 Development Agenda), Keppres 29 Tahun 2012.

Sejak tahun 2002 saya aktif mengajar di Program Studi Ilmu Lingkungan yang kini menjadi Sekolah Ilmu Lingkungan (SIL) Universitas Indonesia dengan mata kuliah Analisis Pengambilan Keputusan dan Analisis Kebijakan Publik. Saya juga menjadi pembimbing riset S2 dan sebagai co-pembimbing riset S3 di SIL. Disamping mengajar saya juga menjadi konsultan dalam penyusunan buku putih Sains, Teknologi dan Pendidikan Tinggi Menuju Indonesia 2045 (kerjasama Akademi Ilmu Pengetahuan Indonesia dan Knowledge Sector Initiative).
