Kirsten Roberts Lyer

Associate Professor of Practice, Central European University

Kirsten Roberts Lyer is Associate Professor of Practice at the School of Public Policy, Central European University. She finished her PhD on National Human Rights Institutions at King's College London where she was a Dickson Poon Scholar, in 2016. Prior to starting at King's College London, she was a Visiting Researcher at Harvard Law School for the 2012/2013 academic year.

From 2008 to 2013 she was Acting Deputy Chief Executive and Director of Research, Policy and Promotion of the Irish Human Rights Commission (IHRC), Ireland’s National Human Rights Institution (NHRI). From 2008 to 2011 she was also coordinator of the European Group of NHRIs. From 2005 to 2007, Kirsten was a legal officer in Trial Chamber I of the United Nations International Criminal Tribunal for the former Yugoslavia. Her previous experience has included the Permanent Representation of Ireland to the Council of Europe, European Court of Human Rights, European Court of Justice, and Amnesty International-Irish Section.

Kirsten has undertaken a number of missions as an independent expert on fundamental rights under the European Commission’s TAIEX programme in Serbia and Turkey and acted as a consultant for the UN Development Programme on NHRIs. She is co-investigator on a research grant from the King’s Policy Institute to study the effectiveness of parliamentary oversight of human rights.
