Vietnamese leader To Lam is planning a series of high-profile visits to Russia, France, the United States and Canada in September as Hanoi works to strengthen relations with major global partners amid growing trade uncertainty.
The ambitious travel schedule is notable even for Lam, who serves as both Vietnam’s president and General Secretary of the Communist Party. Since taking power in 2024, he has stepped up diplomatic engagement abroad while welcoming numerous foreign leaders to Vietnam.
His September agenda also includes a meeting in Hanoi with Myanmar President Min Aung Hlaing this weekend, following state visits to Australia and New Zealand in August. Lam is also expected to return to Europe in October, potentially meeting European Union leaders in Brussels.
The planned September trips have not yet been officially announced and could still change.
Lam is expected to begin his overseas tour in Russia on September 7, where he is set to meet President Vladimir Putin. The visit is expected to focus on strengthening political trust and cooperation in energy, defence and security.
Russia remains an important defence supplier to Vietnam and is involved in the country’s nuclear energy and South China Sea gas projects. However, Hanoi has increasingly sought to diversify its sources of military equipment.
Following Moscow, Lam is expected to travel to France and meet President Emmanuel Macron. He is also set to attend the International Space Summit in Paris on September 9 and 10. French companies have shown growing interest in Vietnam’s railway, airport and defence projects, while Airbus Defence and Space previously signed a space cooperation declaration with Hanoi.
After briefly returning to Vietnam, Lam is expected to travel to the United States for the United Nations General Assembly’s high-level debate beginning September 21. A meeting with U.S. President Donald Trump has not been confirmed.
U.S.-Vietnam relations have faced pressure from Washington’s efforts to reduce trade imbalances as Vietnamese exports to the United States reach record levels.
Lam is then expected to visit Canada beginning September 24, extending Vietnam’s diplomatic push to deepen economic and strategic ties with key international partners.
