Matthew Gardner Kelly is an assistant professor in the College of Education at Pennsylvania State University. He is also a former math and special education teacher in New York City. An interdisciplinary scholar of educational finance, Kelly holds a PhD (educational policy & history of education) and MA (history) from Stanford University. His research examines the history and politics of school funding; the patterns, causes, and consequences of uneven resource distribution in American public schools; and the interplay between geography, school funding, and educational opportunity. In 2018, his article on the development of educational governance in California was awarded the History of Education Society Prize for the best refereed journal article on educational history published in the previous two years.
