The Trump administration is reportedly developing a confidential 28-point roadmap aimed at ending the war in Ukraine, according to a recent Axios report citing U.S. and Russian officials. The initiative is said to mirror President Donald Trump’s Gaza ceasefire framework, emphasizing peace negotiations, regional security guarantees, and the future of U.S. diplomatic relations with both Russia and Ukraine.
Sources familiar with the matter told Axios that the proposal focuses on establishing lasting peace in Ukraine while outlining broader European security measures. The plan also seeks to redefine how Washington engages with Moscow and Kyiv going forward, signaling a potential shift in U.S. foreign policy strategy should the proposal move ahead.
U.S. special envoy Steve Witkoff is reportedly spearheading the drafting process and has held extensive discussions with Russian envoy Kirill Dmitriev. Axios also reported that Witkoff recently met with Rustem Umerov, a top security adviser to Ukrainian President Volodymyr Zelenskiy, during a visit to Miami. According to a Ukrainian official, the conversation centered on key elements of the proposed peace framework.
In addition, a U.S. official told Axios that the White House has begun briefing European partners about the emerging plan, indicating early international outreach and consultation. However, the White House has not publicly commented on the report, and Reuters noted that officials did not immediately respond to requests for clarification.
The reported initiative suggests renewed diplomatic efforts involving multiple stakeholders as the conflict continues to shape global security dynamics. While details remain confidential, the fact that high-level U.S., Russian, and Ukrainian representatives are engaged in discussion signals potential movement toward negotiation-based solutions.
