President Donald Trump has launched an official investigation into Joe Biden’s presidency, citing concerns about the 46th president’s mental health and the authenticity of his executive actions. In a Presidential Memorandum signed Wednesday, Trump directed a formal probe into whether “certain individuals conspired to deceive the public about Biden’s mental state” and unlawfully exercised presidential powers.
The memorandum, posted on the White House website, references Biden’s alleged “cognitive decline” and his use of an autopen—an automated device used to replicate signatures—as grounds for questioning the legitimacy of numerous executive actions carried out during his time in office. Trump argued that these issues raise “serious constitutional concerns.”
“This conspiracy marks one of the most dangerous and concerning scandals in American history,” Trump stated in the memo. “The American people were intentionally kept in the dark about who was truly exercising executive power, while Biden’s name and signature authorized sweeping policy changes.”
Biden’s mental fitness had been a long-standing issue for critics, particularly among Republicans. Scrutiny intensified in 2024 after a widely criticized debate performance, which eventually led Biden to withdraw from his re-election campaign. His decision fueled further speculation about his ability to govern effectively.
Even prominent Democrats and major political donors began voicing doubts about Biden’s leadership and mental acuity in the final year of his presidency, adding bipartisan weight to the concerns now being formally investigated.
The investigation ordered by Trump is expected to examine both Biden’s medical history and internal communications among senior White House staff during his term, potentially leading to major political and legal ramifications. With the 2025 presidential campaign heating up, the move marks a dramatic escalation in Trump’s efforts to challenge his predecessor’s legacy.
