A federal judge in Missouri on Thursday dismissed a lawsuit filed by the Republican-led state that accused Starbucks of using its diversity, equity, and inclusion (DEI) commitments as a pretext for unlawful discrimination based on race, gender, and sexual orientation. The ruling marks a significant legal setback for efforts to challenge corporate diversity policies through the courts.
U.S. District Judge John Ross, who presides in St. Louis, ruled that Missouri failed to demonstrate that Starbucks discriminated against even a single Missouri resident who either worked for the company or applied for a job. In his decision, Ross emphasized that allegations alone were insufficient and that the state did not provide concrete evidence of harm or discriminatory action tied directly to Starbucks’ hiring, promotion, or compensation practices. Ross was appointed to the bench by former President Barack Obama.
The lawsuit was brought by the office of Missouri Attorney General Catherine Hanaway, a Republican, and had been initiated by her predecessor, Andrew Bailey, before he left to join the Trump administration as co-deputy director of the FBI. The state argued that Starbucks unlawfully linked executive compensation to racial and gender-based hiring goals and implemented what it described as quotas. It also accused the company of providing special training and advancement opportunities to certain demographic groups and of maintaining diversity targets for its board of directors.
Starbucks and the Missouri Attorney General’s office did not immediately respond to requests for comment following the ruling. The case targeted policies Starbucks adopted after 2020, when the murder of George Floyd by a Minneapolis police officer sparked nationwide protests and prompted many corporations to reassess diversity and inclusion strategies.
The decision comes amid a broader political push by President Donald Trump to curb DEI initiatives across the federal government, education systems, and the private sector. Several major companies, including Goldman Sachs, Google, Amazon, and Target, have publicly scaled back DEI programs, although some have continued such efforts quietly.
Starbucks employs more than 200,000 people in the United States and about 360,000 globally. The Missouri case echoed a similar challenge dismissed in 2023 by a federal judge in Washington state, who ruled that disputes over corporate diversity policies are matters for lawmakers and businesses rather than courts.
