In an unprecedented action, the United Kingdom has become the first country to formally ban Xinbi, a Chinese-language cryptocurrency market that operated as the hub for a massive USD 19.9 billion fraud network. This illegal empire, which operated between 2021 and 2025, supported a broad spectrum of criminal activities, ranging from money laundering and unauthorized over-the-counter (OTC) trading to the selling of stolen data. The sanctions, jointly announced by the Foreign, Commonwealth & Development Office and the Home Office on March 26, 2026, represent a significant blow to the infrastructure supporting organized cybercrime in Southeast Asia.
Beyond its financial services, Xinbi offered vital technical help to well-known fraud centers, including Cambodia's #8 Park, a location allegedly housing up to 20,000 victims of human trafficking compelled into "pig-butchering" scams. According to Chainalysis data, Xinbi handled billions in illegal activities and offered satellite internet services to support these remote criminal bases. Maintaining links with prominent illegal marketplaces such as Haowang Guarantee, the marketplace was also well integrated into the darknet, essentially operating as a conduit between the digital underworld and legal banking systems.
Beyond the market itself, the UK's enforcement efforts aim at Legend Innovation Co. (the operator of #8 Park) and its director, Eang Soklim. Anticipating the June Illicit Finance Summit, authorities have taken proactive measures by freezing several high-value London properties connected to the network. This coordinated effort, which builds upon earlier joint actions by the U.S. and UK against the Prince Group networks, seeks to permanently sever the links between these criminal organizations and the global financial system.
