EU MEP seeks to explore blockchain technology for refugee identity management

The European Parliament’s blockchain task force is seeking to leverage this emerging technology for the management of refugees.

An amendment to the European Union’s 2018 budget details a pilot project of the Horizontal Task Force on Distributed Ledger Technology. The amendment has been attributed to Jakob von Weizsäcker. CoinDesk reported that EU lawmakers approved the task force last year.

Refugees do not the necessary documentation which restricts their ability to access healthcare, open bank account, seek legal protection, or enroll their children in schools.

The document states:

“One specific use case that ought to be explored is the potential of DLT based solutions for the management of the situation of refugees…EU governments in partnerships with other countries and organisations (eg NGOs) need innovative solutions to manage increasing flows of migrants and their temporary stay in different countries. DLT applications could lend themselves to such applications on account of their distributed and resilient architecture.”

According to the document, of the €850,000 allocated for the project last year, €425,000 has been spent so far.

Identity management is one of the key areas where blockchain potential is being explored. In June, tech giants Microsoft and Accenture developed a blockchain-based identity prototype, which was demonstrated at the ID2020 Summit at the U.N. The digital identity program is aimed at supporting ID2020 – a global public-private partnership dedicated to solving the challenges of identity faced by over 1.1 billion people globally.
