Pittsburgh, Pennsylvania, Jan. 04, 2018 -- The locks and dams located on the Ohio River immediately downstream of the City of Pittsburgh, Pennsylvania may be benefitting from some recent attention as an infrastructure priority from President Trump. The Army Corps of Engineers issued a solicitation today for Self-Consolidating Concrete (SCC) to be delivered to the site. Small business contractors interested in supplying the concrete must submit a quote to the government by January 16, 2018. The pouring is scheduled to begin in late March 2018.
Specifications for the delivery are listed on the federal business opportunities’ website, FBO.gov, but some general facts about the contractor requirements reveal the scope of the project. The government will pour the concrete after a certified contractor has designed and tested the material. They will pour the mixture into formwork that is approximately twenty-four feet deep over a period of about one week.
The government requires that the concrete batch plant be no more than fifty minutes from the Emsworth Locks and Dams. Contractors should take note of this fact as they will be the entity required to provide the plant, equipment, machines and tools used in the work. The contractor should also submit with its quote certificates which prove that their concrete testing technicians meet the government standards.
Further details can be found on the actual solicitation at FBO.gov. Inquiries can be sent to the contracting specialists Connie L. Ferguson at [email protected] or Joshua Kaufmann at [email protected]. Actual quotes must be sent to [email protected] or mailed to the U.S. Army Corps of Engineers Pittsburgh District with attention to the contracting specialist, Connie Ferguson. The submission deadline is January 16, 2018.
The Army Corps of Engineers has reserved this government contract for a small business with five-hundred employees or less. Small businesses interested in submitting quotes for the job must first and foremost be registered in the System for Award Management (SAM), a requirement for any government contractor. Also, quoters on this solicitation are expected to complete the offeror representations and certifications for commercial items as part of the SAM registration process.
US Federal Contractor Registration (USFCR), the world’s largest third-party government registration firm, assists companies who would like to submit bids to the government. USFCR’s expert case managers register companies swiftly and accurately in the System for Award Management. Contracting officers are sometimes difficult people to contact, but USFCR experts have experience training businesses, organizations, institutions and even other government agencies to build lasting relationships with contracting officers to give them the best chance at winning a contract.
