U.S. President Donald Trump’s special envoy for Ukraine, Keith Kellogg, arrived in Kyiv on Monday to discuss defense cooperation and tougher sanctions against Russia. According to Andriy Yermak, head of the Ukrainian presidential administration, the visit will focus on bolstering Ukraine’s security, enhancing military aid, and deepening U.S.-Ukraine relations amid escalating Russian aggression.
President Volodymyr Zelenskiy confirmed in his Sunday evening address that he had tasked top military officials with briefing Kellogg on Russia’s military capabilities and Ukraine’s defensive outlook. Kellogg is also scheduled to meet with senior Ukrainian intelligence and security officials to align on strategic priorities.
Zelenskiy emphasized that ongoing discussions throughout the week would explore additional U.S. support, with a focus on compelling Russia toward a peace agreement. "We want the United States to clearly understand what can be done to force Russia to peace," he said.
Trump announced plans on Sunday to supply Ukraine with Patriot air defense missiles, citing the urgent need to defend against intensified Russian attacks. In a potential policy shift, Axios reported that Trump may soon unveil a broader strategy to provide Ukraine with offensive weapons, marking a departure from his earlier, more restrained approach to military aid. Reuters has not independently confirmed this report.
Kellogg’s visit comes at a critical time as Ukraine seeks to secure more advanced weaponry and tighten international sanctions to weaken Russia’s war efforts. His meetings signal a renewed push for closer U.S.-Ukraine military collaboration and stronger diplomatic ties under Trump's evolving foreign policy stance.
