To foreign exchanges and individual wallets, South Korea is increasing monitoring of cryptocurrency transactions without placing a total ban. The main changes center on doing away with the former ₩1 million limit for the Travel Rule and demanding sender and recipient information for every transaction so as to prevent consumers from breaking transfers to avoid detection. Overseas platforms will now be risk-based categorized, therefore allowing easier flows to low-risk markets while also requiring documentation that senders and recipients are the same confirmed person for higher-risk places or self-custody wallets. Big transactions of ₩10 million or more will be subjected to improved suspicious-activity monitoring via the internal systems of every local exchange.
More guidelines ask cross-border virtual-asset companies to register with the Ministry of Finance and Economy and send transaction data across the Bank of Korea's foreign-exchange network, with information exchanged across tax, customs, and anti-money-laundering agencies. The registration rules start on August 20, 2026; the revised Travel Rule and transfer restrictions go into force six months after publication; and the whole cross-border reporting system is scheduled for December 2026. These policies mostly address foreign-exchange compliance, anti-money-laundering shortages, and arbitrage possibilities instead of stopping regular trading on controlled overseas markets.
Korean merchants should anticipate more delays or rejections when withdrawing to unknown foreign exchanges or unconnected personal wallets together with more regulatory expenses for platforms like Upbit and Bithumb. The reforms should help to stop money laundering and unlawful capital flight as well as slow down quick arbitrage that takes advantage of the "Kimchi premium," therefore trading some user flexibility and cross-border liquidity for increased regulatory control.
