CLARITY Act Showdown: White House Races to Force Senate Vote on 15 September

Following their departure for August recess without a floor vote, the White House is increasing pressure on the Senate to pass the Digital Asset Market CLARITY Act. Senator Majority Leader John Thune submitted a cloture motion on the motion to proceed to H.R. 3633, so setting up a crucial procedural vote for September 15 at 2:15 p.m. ET. Though the bill has already passed the House and the Senate Banking Committee approved it on a bipartisan 15–9 vote in May, the measure still awaits full Senate action and remains tagged as “Passed House” on Congress.gov.

The government sees the bill as vital for the US to become a worldwide digital-asset center and hopes to stop delays into the 2026 midterm cycle. With Republicans probably only casting 53 votes and Democrats raising ethics clause, conflict-of-interest regulations, and DeFi impact concerns, the 60-vote cloture threshold presents a great difficulty, though. While Democrats want more safeguards before supporting even the procedural action, the White House is pushing approval of the present compromise.

The CLARITY Act would give the CFTC principal power over digital assets and spot-market dealings, so maintaining SEC supervision over some primary-market activities and therefore producing clearer compliance channels for exchanges, issuers, and businesses. While a successful 15 September cloture vote would improve crypto-market sentiment, especially for US exchanges and market-structure tokens, failure or further amendments may cause volatility and postpone significant legislative clarity past 2026.
