The Naval Surface Warfare Center’s Indian Head Explosive Ordnance Disposal Technology Division in Maryland has awarded Applied Research Associates, Inc. (ARA) one of four multiple-award, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contracts for non-lethal weapons research and development. This requirement is for the Joint Non-Lethal Weapons Program (JNLWP) and other Department of Defense non-lethal weapons (NLW) programs to pursue NLW research and development across a breadth of technology and capability functional areas. If awarded task orders, and all options are exercised, the potential value for this contract to ARA is $54.4M.

The U.S. Armed Services work with the combatant commanders and the executive agent through a joint process to identify requirements and coordinate the planning, programming and funding of non-lethal weapons research, development and acquisition. Within the Department of Defense Non-Lethal Weapons Program, the Joint Non-Lethal Weapons Directorate (JNLWD) and the Services fund science and technology, research and development, as well as test and evaluation for non-lethal weapons. The Commandant of the Marine Corps serves as the Department of Defense Non-Lethal Weapons Executive Agent. Located at Marine Corps Base Quantico, Va., the JNLWD serves as the Department of Defense Non-Lethal Weapons Program Executive Agent's day-to-day management office.
As a recognized leader in National Security technologies, ARA will bring a depth of expertise to support JNLWD’s mission.
“This is a great win for both the ARA team and the JNLWD," said Tom Monaco, ARA Analytical Solutions Division Manager. ”ARA has a long history of support to the Services. We are proud to be able to continue supporting their missions and ensuring the warfighters have the most effective, state-of-the-art, non-lethal weapon systems at their disposal.”
ARA will provide research and development services to provide effective and operationally relevant capabilities to meet DoD non-lethal weapons objectives, and will result in the delivery of data, hardware, software, equipment, and documentation across the scope of JNLWP requirements.
“Our Soldiers, Sailors, Airmen and Marines face significant threats around the world as well as in active theaters of operations,” said Senior Vice President Ed Moas. “This contract will allow us to help our warfighters execute their missions and further the technological advancement of non-lethal weapons and systems.”
