Speaking alongside Italian Prime Minister Giuseppe Conte at a joint conference, President Trump announced that he would be willing to meet Iranian President Hassan Rouhani at any time and without preconditions. He added that he would meet with anybody as he believes in meetings, especially in cases where a war is at stake. Answering a different question, he further stressed that he always keeps room for negotiations.
It is not a surprise that this is his negotiating style in foreign affairs given its success in bringing North Korea to have a meeting with the United States, which Mr. Trump himself described as ‘peace through strength’.
However, according to reports in the local media, Iranian leaders remain skeptical of the offer and adding pressures on Europe, instead, to save the Joint Comprehensive Plan of Action (JCPoA), better known as the Iran nuclear agreement, which the United States quit on May, along with China and Russia. The follow-up conversations with senior White House official suggested the similar strategy used in North Korea- “Maximum economic pressures, high demand, and full openness to senior most level meetings”.
While President Trump said, “I would certainly meet with Iran if they wanted to meet. I don't know that they're ready yet. I ended the Iran deal. It was a ridiculous deal. I do believe that they will probably end up wanting to meet and I'm ready to meet anytime that they want to……. No preconditions, no. If they want to meet, I'll meet anytime they want, anytime they want………..Good for the country, good for them, good for us and good for the world. No preconditions. If they want to meet, I'll meet." And he was clear that this is not a sign of weakness, “I don’t do that from strength or from weakness. I think it’s an appropriate thing to do. If we could work something out that’s meaningful, not the waste of paper that the other deal was, I would certainly be willing to meet……I’d meet with anybody. I believe in meeting…..Speaking to other people, especially when you’re talking about potentials of war, and death, and famine, and other things — you meet. There’s nothing wrong with meetings.”

If the Iranians demonstrate a commitment to make fundamental changes in how they treat their own people, reduce their malign behavior, can agree that it’s worthwhile to enter into a nuclear agreement that actually prevents proliferation, then the president has said he’s prepared to sit down and have a conversation with them.”
The White House Press said that even though the president is open to dialogue and negotiation, it did not mean the United States would lift sanctions or reestablish diplomatic and commercial relations.
Majority of the Iranian leaders, including Bahram Qasemi, the speaker for the Iranian foreign ministry, who said that United States is not a reliable partner given its withdrawal from the previous agreement and Trump’s offer contradicts his actions, pointing to U.S. moves to impose sanctions on Iran and prevent other countries from doing business with it. Iranian foreign minister Javad Zarif tweeted, “Iran & US had 2 yrs of talks. With EU/E3+Russia+China, we produced a unique multilateral accord—the JCPOA. It’s been working. US can only blame itself for pulling out & leaving the table. Threats, sanctions & PR stunts won’t work. Try respect: for Iranians & for int'l commitments”.
