Democrat Christian Menefee has won a Texas special election for the U.S. House of Representatives, according to the Associated Press, a result that further tightens Republicans’ slim majority in the chamber. Menefee’s victory in Texas’ 18th Congressional District adds to recent Democratic successes in special elections and could have near-term implications for closely contested House votes.

Menefee, 37, a former Harris County attorney, defeated fellow Democrat Amanda Edwards, 44, a former Houston city council member, in a runoff election held Saturday. The heavily Democratic district covers much of inner-city Houston and nearby communities, making the race effectively a contest between two Democrats after a crowded initial field. The Texas secretary of state had not immediately confirmed the results in response to a request from Reuters, but the outcome was widely reported by major media outlets.

Republicans currently hold a 218-213 majority in the House. Once Menefee is sworn in, Democrats are expected to push for a prompt ceremony, which would narrow the margin to 218-214. With such tight numbers, even a single seat can influence legislative outcomes. Three additional House vacancies in Georgia, New Jersey, and California are set to be filled through special elections in March, April, and August, potentially shifting the balance further.

The seat had been vacant for much of the past year following the death of Representative Sylvester Turner, who served only two months in Congress before passing away in March. Menefee and Edwards advanced to the runoff after emerging as the top two candidates among 16 contenders in last November’s election.

Democrats are particularly sensitive to delays in seating new members after House Speaker Mike Johnson previously postponed the swearing-in of Arizona Democrat Adelita Grijalva last year, drawing sharp criticism.

In the weeks ahead, Congress may vote on divisive issues such as stricter federal immigration enforcement procedures and efforts to reinstate a federal health insurance subsidy. With margins this narrow, each vote could prove decisive.

While Menefee’s win does not necessarily predict November’s midterm results, Democrats continue to see momentum. In the 2024 presidential election, Kamala Harris carried the district by a wide margin over Donald Trump. All 435 House seats will be contested in November, and history suggests the party controlling the White House often faces losses in midterm elections.
