In a recent report, the Canadian Security Intelligence Service (CSIS) expressed concern about the growing use of deepfake technology. Deepfakes, which are highly realistic and manipulated videos created with artificial intelligence (AI), have become a significant challenge in maintaining the integrity of information on the internet.
The CSIS report underscores the difficulty people face in distinguishing these AI-generated fakes from real content. This challenge is seen as a direct threat to the well-being of Canadian citizens. The agency pointed to several instances where deepfakes have been used to harm individuals and disrupt democratic processes.
Deepfake Dangers and Democracy
The CSIS stressed that deepfakes and similar advanced AI technologies pose a risk to democratic values. These technologies can be exploited to spread misleading information, creating uncertainty and propagating falsehoods. The report highlighted the urgency for governments to verify the authenticity of their official content to maintain public trust.
This concern was exemplified by the use of deepfake videos to defraud cryptocurrency investors. Notably, a fake video of Elon Musk, a prominent tech entrepreneur, was used to deceive investors by promoting a fraudulent cryptocurrency platform.
Global Response to AI Challenges
Canada's commitment to addressing AI-related issues was reinforced during the Group of Seven (G7) summit on October 30. The G7 countries agreed on an AI code of conduct, emphasizing the need for safe and trustworthy AI development. This code, which includes 11 key points, aims to harness the benefits of AI while mitigating its risks.
CSIS emphasized the importance of privacy protection and the risks of social manipulation and bias brought about by AI. It urged government policies and initiatives to adapt quickly to the evolving landscape of deepfakes and synthetic media. Moreover, CSIS advocated for international collaboration among governments, allies, and industry experts to ensure the distribution of legitimate information worldwide.
This international cooperation and the G7 AI code of conduct are steps toward managing the threats posed by AI, aiming to balance the technological advances with the need for security and ethical considerations.
