NY Assemblyman introduces four blockchain bills

New York Assemblyman Clyde Vanel (D-33) has introduced four bills in a major push to bring blockchain technology to state government operations, CoinDesk reported.

The first bill, A08780, seeks to amend the state technology law, in relation to blockchain technology and smart contracts. It relates “to allowing signatures, records and contracts secured through blockchain technology to be considered in an electronic form and to be an electronic record and signature; allows smart contracts to exist in commerce.”

The second bill, A08792, is aimed at exploring blockchain potential for protecting voter records and election results. According to the bill text:

“The state board of elections, in consultation with, and using data collected by, the office of information technology services, shall study and evaluate the use of blockchain technology to protect voter records and election results.”

With the third bill, A08793, Vanel seeks to create a task force to study and report on the potential implementation of blockchain technology in state record keeping, information storage, and service delivery. The bill, if passed, would establish a ten-member task force which will assess the feasibility, economic impacts and effectiveness of the implementation of blockchain technology in these areas.

The fourth bill, A08783, seeks to create a digital currency task force to provide the governor and the legislature with information on the potential effects of the widespread implementation of digital currencies on financial markets in the state. According to the text, the bill, if passed, would authorize the department of financial services to create a 10-member New York state digital currency task force, which will collaborate with state and city of New York agencies including the department of taxation and finance and the department of finance of the city of New York.
