Vietnamese and U.S. companies are expected to announce a broad package of commercial agreements covering energy, technology, aviation and financial services next week as Vietnamese leader To Lam visits New York.
An internal planning document reviewed by Reuters lists 29 potential agreements that could be unveiled on September 23 during a business conference attended by To Lam. Many are expected to be non-binding. The planned deals come as Vietnam seeks to strengthen economic ties with Washington amid the Trump administration’s threat of new tariffs on the export-dependent Southeast Asian economy.
Energy is expected to feature prominently. U.S. companies Murphy Oil and Chevron are preparing agreements with state-owned Petrovietnam, while ExxonMobil is expected to reach an accord with Vietnam Refinery and Petrochemical Corporation, which operates the country’s second-largest refinery.
To Lam is expected to address the United Nations General Assembly on September 22 and meet executives from several U.S. corporations. His trip could also provide an opportunity to advance U.S.-Vietnam trade negotiations that have continued for more than a year. A meeting with President Donald Trump, however, remains uncertain.
Aviation agreements are also on the agenda. Vietjet is expected to announce plans to lease as many as 22 aircraft from four leasing companies, including 17 Boeing 737 jets and five Airbus A321neo planes. The Vietnamese airline is also planning an agreement with SpaceX to provide Starlink satellite internet services on 120 aircraft.
In technology, the provisional list includes an agreement between Meta and Vietnam’s culture ministry, as well as a separate deal involving Qualcomm and Vietnamese telecommunications company VNPT. Qualcomm already plays a role in Vietnam’s expanding 5G infrastructure.
Financial services companies Visa, Mastercard and Citibank are also expected to unveil agreements with Vietnamese financial and hospitality partners.
The planned announcements highlight Vietnam’s effort to deepen commercial ties with major U.S. corporations while pursuing progress in trade negotiations with Washington. To Lam is scheduled to leave New York after the September 23 business event before traveling to Canada for a state visit.
