The U.S. Bureau of Industry and Security (BIS) has launched an investigation into whether Chinese artificial intelligence companies, including Moonshot AI, have gained access to advanced U.S. AI chips in violation of U.S. export controls, according to a report published by The Information on Wednesday.
The probe comes as the Trump administration intensifies scrutiny of China's AI sector, raising concerns over the use of restricted American technology to develop cutting-edge AI models. U.S. officials have also accused Chinese open-source AI developers, including Moonshot, of allegedly using intellectual property from leading American AI companies such as Anthropic without authorization.
Moonshot recently introduced its latest large language model, Kimi K3, drawing significant attention in the rapidly evolving AI industry. The new model has fueled discussions over China's growing AI capabilities and whether advanced computing resources subject to U.S. export restrictions were used during its development.
The Bureau of Industry and Security, which operates under the U.S. Department of Commerce, is responsible for enforcing export control regulations designed to prevent sensitive American technologies from supporting foreign military or strategic advancements. As part of the investigation, officials are examining whether Moonshot improperly trained its AI systems using models developed by U.S.-based AI companies while relying on advanced U.S.-made semiconductor chips.
If investigators determine that Moonshot violated U.S. export rules or misused American AI technology, the Commerce Department could place the company on its Entity List. Inclusion on the Entity List would significantly restrict Moonshot's ability to obtain U.S. hardware, software, and other technology without special government approval, potentially limiting its future AI development.
The investigation highlights the growing technology rivalry between the United States and China, with artificial intelligence remaining a major focus of national security and economic policy. As Washington continues tightening export controls on advanced AI chips and related technologies, Chinese AI firms face increasing regulatory pressure while global competition in the AI race continues to intensify.
