Palestinian President Mahmoud Abbas has postponed legislative elections scheduled for November 2026 to September 11, 2027, citing Israeli restrictions and deteriorating security conditions in the Palestinian territories. A presidential election will also take place on the same date.

According to the official Palestinian news agency WAFA, Abbas issued a decree on Saturday explaining that Israeli measures and ongoing instability have prevented authorities from establishing conditions necessary for free, fair and inclusive elections.

The decision extends a prolonged political deadlock in Palestinian governance. Palestinians have not held national presidential or legislative elections since 2005 and 2006, respectively. Abbas has governed through presidential decrees since his term expired in 2009.

Israeli Foreign Minister Gideon Saar rejected Abbas' explanation, accusing the Palestinian leader of avoiding political accountability. Saar highlighted the absence of national elections for nearly two decades.

The Palestinian Authority identified several obstacles to conducting elections, including Israeli military operations, expanding settlements, settler violence and movement restrictions across the West Bank and East Jerusalem. Israel's withholding of Palestinian tax revenues has also complicated election preparations.

In Gaza, authorities cited severe humanitarian and security challenges, incomplete Israeli military withdrawals and stalled reconstruction efforts. Delays in deploying international stabilisation forces and police have created additional uncertainty.

Restrictions affecting election officials and international observers seeking access to Gaza and East Jerusalem were also identified as major concerns.

The postponement follows consultations involving Palestinian political factions, including Abbas' Fatah movement and rival Hamas. Two Palestinian officials previously told Reuters that representatives of both groups agreed during talks in Cairo to delay the elections.

The decision comes despite Abbas reaffirming his commitment to the November vote during his September 24 address to the United Nations General Assembly.

Abbas had also pledged to French President Emmanuel Macron and Saudi Crown Prince Mohammed bin Salman that Palestinian presidential and legislative elections would be conducted as part of internationally supported political reforms.

France has emphasized that holding elections remains essential to strengthening Palestinian institutions and welcomed preparations for a European Union election observation mission.

Meanwhile, an August survey by the Palestinian Center for Policy and Survey Research indicated declining public support for both Fatah and Hamas amid continuing political divisions.

The September 2027 elections are now expected to provide Palestinians in Gaza, the West Bank and East Jerusalem an opportunity to choose national leaders after more than two decades without nationwide voting.
